Special enforcement inspections for VOCs have been continuously carried out across the province since August to strengthen ozone pollution control and accelerate air quality improvement.
Enforcement inspection status
On September 20, the province dispatched a total of 165 inspection personnel, inspected 77 enterprises, and identified 9 environmental issues.
Since August, the province has cumulatively dispatched 22,218 inspection personnel, inspected 10,394 enterprises, identified 2,409 environmental issues, ordered 1,820 enterprises to make rectifications within a specified period, issued 309 correction notices, and filed a total of 887 cases.
Supervision and follow-up status
On September 20, the province dispatched 29 environmental supervisors in 13 groups, inspected 19 sites using the "four noes and two directs" approach (no advance notice, no greeting, no receiving reports, no escort; direct to the site, direct to the grassroots), and identified 3 issues.
As of September 20, a total of 405 issues had been identified, with 291 issues rectified immediately by local authorities, achieving a rectification rate of 72%.
Supervision found that Nanjing Jiangsu Champion Technology Group Co., Ltd. and Xuzhou Jiangsu Suxing Petrochemical Co., Ltd. failed to strictly implement mandatory emission reduction measures.
VOCs monitoring status
On September 19, the municipal monitoring centers continued to conduct VOCs sampling monitoring in urban areas and industrial parks of each city. Analysis of the PAMS (57 ozone precursors) results showed:
For urban site VOCs concentrations, all 13 cities in the province showed a decline in VOCs concentrations at urban monitoring stations.
For industrial park site VOCs concentrations, 10 cities including Nanjing, Xuzhou, Changzhou, Lianyungang, Huai'an, Yancheng, Yangzhou, Zhenjiang, Taizhou, and Suqian showed month-on-month declines, Wuxi and Nantong remained relatively flat, while Suzhou showed a month-on-month increase.
